I'm a member of a number of different forums, some I just lurk  some I take part, lurkers are very common, don't get too wound up about it.

Not wound up bud but dont see why people join and dont join in if it was my forum if they have not posted anything in six months I would delete them maybe I just like a tidy ship??.
Have sent a message to our leader and he seems to like lurkers

Lurkers boost the membership numbers and thus attract more advertisers 

So I doubt it's in the owners interest to lower the apparent membership

There are maybe half a dozen members who contribute to this site on a regular basis.  The content of their postings (sorry to say this) is generally not of any great interest to those who are not "in the swim".  The conversation is predictable and pretty boring, which is why people "lurk" rather than getting involved.

Another problem, is that almost every posting falls under just a few headings, maybe started in good faith ages ago (eg. "Scoot is on the road") and then it runs on and on, pages and pages of inconsequential drivvle.  If there is any item of interest in there, it gets lost amongst all the inane banter.

When there is a new topic, it should be started under a new heading and nor buried in something else.  When the subject is finished, it should be allowed to drift off the page, available for reference if need be. If people want to indulge in friendly chat between themselves, then maybe there should be a special section, such as "Non-Specific Banter".  This would enable those with an interest in a subject to "stay with it" rather than as at present, being diverted onto something quite different.

Tho of course, that might mean some folk prefer quality over quantity
